The reason is simple: It was like that when I took the mod over, didn't think anything of it and nobody complained.
I have moved the Textures folder to the root folder now though.
If you care enough, you can change it on your end as well to make it compatible with previous versions.

Another matter:
This mod throws the warning
"Mod Evolved Organs Retexture dependency (StatistNo1.EvolvedOrgansRedux) needs to have <downloadUrl> and/or <steamWorkshopUrl>"
Just need to add
"<steamWorkshopUrl>https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2424381146</steamWorkshopUrl>"

Yes, the mod only works in 1.4 because for some ungodly reason Evolved Organs keeps its textures inside of version folders. Though you would probably be fine if you just change the name of the folder in this mod from 1.4 to 1.3.
