It requires you to edit the Sanguophage starter, as that one comes with a forced xenotype event block that cannot be put in manually. That is also why the description says "Start with 1 non-baby sanguophage and 1 baseliner", as it wasn't meant to be edited methinks. Still, if you have the Sanguophage, you can add copies of it oddly enough.

How did you set the xenotype of the starter pawns? It doesn't seem to appear for me when I make a scenario.
