As much as I dont believe valve will ever add new weapons, I love this - if valve were to balance it right and make it a really strong, slowfiring shotgun (maybe in place of a minigun?), it would finally break the same unchanging monotony that Heavy has been under for 16 years (speaking as somebody with 500~ hours on the class)

Heavy Can Now Be Scout

Seeing a few excellent Heavy shotguns in a row from you! I've always felt the big guy's shotgun selection could be improved by offering a few class-specific options that are notably stronger then stock.
Just as the 3rd-Degree is balanced on Pyro because Pyro's sock melee is useless, a straight upgrade shotgun for Heavy would remain balanced due to it being both inedible and not a minigun.
