the fix I have found is to give children on birth a modifier that offsets the base negative so it would be +1 and +2 for each this way it affect children

If it is possible it would be really cool if the prestige and piety modifiers were only changed during childhood - to prevent characters accumuting defects - but when they reach adulthood to use the values of the original mod again to actually punish unskilled rulers.
