Report a translation problem
The good news:
You cannot ask someone if you have 2 or more empires to be your vassal, this wasnt broken in cosmic storms or grand archive.
Bad news:
You can request to be a vassal of someone who was 2 or more empires as vassals already. I didnt know this was happening because I only checked if you can ask someone to be your vassal.
I'll try to fix this, if you dont see an update by thanksgiving it didnt happen.
An empire can have more than 2 vassals if an empire asks to be a vassal even if the empire has 2 vassals.
Trying to figure out how to stop this, but this is incredibly rare regardless.
I was actually about to let this mod die because I felt like it's lost it's popularity and nobody cared... and I switched computers, so updating it to the public would suck.
That being said. . .

For some reason it's been working until my recent playthrough that started a few days ago, I'm unsure of what's causing this issue. Because this is vital to my own playthroughs, I'll be trying to get it to work.
The bug which Yulia mentioned is, hopefully, addressed. I believe it only needs a change to the diplomatic actions file, which I updated.
If the bug is still present, let me know.
Apologies for the delay, I didn't have the money to get the First Contact DLC which means I couldn't have fixed it(so I'm told). I got the DLC recently which is how I managed to update this.
Burning Galaxy should still be ok, "No Vassals" mod hasn't been updated yet.

I have worked on this last night, however, due to how recent 3.7 is, nobody knows exactly whats going on with the bug Yulia mentioned.
I'm working on it as I type this, but no promises on fixing the pre-FTL problem.
There's also a surprise in store that will be released *tonight*.
Or is that not possible? ( or do you not know)
I could just make a copy of this mod for 0 vassals and a copy for 1 ect, but I think that's too lazy.
I want this mod to give people the option to choose the amount when game starts, or maybe even after game starts.
This mod was made mostly just for me, which is why I haven't gotten around to it in a month.
The second option allowed you to increase or decrease the willingness to become a vassal because currently, after losing the war, Ai himself often offers to be a vassal to his ally, mimi that he has a similar economy and technology and can quickly rebuild the fleet, all because of the bad balance of diplomatic power from the fleet... i hope paradoxs finaly repair fleet power
Sorry I didn't get back sooner, holidays and whatnot.
So after some playtesting of my own, I've discovered that the AI can get more than 2 vassals by two ways:
Secret Fealty Wars
Declaring war on somebody whom has vassals while they have 1 vassal.
It sounds like somebody had 1 vassal, went to subjugation war with somebody with 2(because they can't if they have 2), and gained them, plus the other 2, bringing that to 4.
When I edit in the option to choose how many vassals somebody can have I will fix these 2 issues, likely this weekend. This should be easy, I'll just make it so you can't declare subjugation war on somebody with vassals or pledge fealty to somebody with 2 vassals.
This will still allow you to get more if 2 people pledge fealty, you go to war with their shared overlord, while having a vassal, so you end up with 3..... but this would be such a rare instance I don't think it matters too much.

I'm going to add it to my plan for when I put a start of game settings popup, to allow the player to decide "no vassals" or "only vassals through war" or "only vassals through diplomacy" as well as how many vassals Empires may have.
I like giving people as many options as possible in how they play, so it's definition on the drawing board. It's just with this being my second mod ever, I'm still learning how things work within the code.

No ETA but it's certainly something I think will really open this mod up to a lot of people.
One simple solution is create a 2,3,4,
I think 3 is good because you can have a scholarium, propspectium and bulwark. When I play a conquest empire though I like to create tons of vassals rather than automate sectors.
