it seems to still be hard capped at 100 at least for heroes

I haven't reached the vanilla hard cap in 3 yet, but know that it was 100 for 2.
Your Mod removes that hard cap?

cap for lords and heroes expands as you build buildings etc. that increase lord/hero capacity
