Updated to v4.0.14
I haven't had much time play or mod recently, At a glance it doesn't seem like much changed in the files. I don't expect anything to break but I won't have time to really play test it for a while.

As far as I know intel level doesn't affect first contact. Did you have contact with any other ai at that point in the game? They can trade communications with each other and that will bypass first contact. I believe the intel level from federations only applies to members. I know there is at least one anomaly event that initiates communications.
This mod doesn't really touch first contact, it just changes around which information is revealed at each intel level to stop it from being so easy to see into another empire without espionage or other bonuses.

Could you change the minimum intel federations get? I was discovered just because a federation was formed in the other side of the galaxy. I didn't even had a first contact, but it seems some federations have a pretty high base intel which is enough to reveal anyone.

This is a very small mod, the only thing it needs to overwrite is intel categories. So it should work fine as long as another mod doesn't touch them.

I don't think there is any way to directly reduce intel through an edict, my attempt was to just remove sources of base intel, it affects the whole game and not just your enemy, but different diplomatic pacts automatically increase minimum intel cap already. This way at least your encryption can offer some defense.

If only there was a spy network mission to reduce the Intel level an empire has on you, or some sort of edict to do the same. Not even sure if such would be possible in a mod.

This mod is still working, no updates have changed intel since cloaking was added. It should keep working until intel gets reworked again. I still use it in every game.

Davi, It should still work on 3.6, the only thing that changed was the cloak intel, so in the older version the extra intel just wont do anything.

Definitely planning to update this one, but I always like to play a few games without mods when a big new update drops, so it may be in the next few weeks. This is my favorite personal mod, and I have gotten used to the hidden map so I don't think it will be too long.

Amazing mod, I also thought it was weird that the capital system was revealed way too early but I couldn't find a mod that changed it until now, thank you.

This is my new favorite Stellaris mod. I always try to mod my game for maximum "immersion" and this makes the current lackluster Stellaris espionage into something fun.

The more I thought about it the more it annoyed me that is was missing. I actually have a few other mods with missing localization files, so I may go back in and fix them also.

Keep in mind most of my mods have less than 20 subscribers, an now this one suddenly has several hundred. I guess the usual group are used to the rough edges I sometimes ignore.

Yeah you caught my laziness lol. I haven't made a localization file yet. I tend to get impatient to play and end up skipping over some steps.
I used to put a disclaimer on my mods, that they are mostly for personal use, but I share them on here for multiplayer and just in case someone finds them useful.
After all if something annoys me when I play, maybe someone else agrees?
I plan on adding the localization file for it eventually but its really low priority.
A good amount of people seem to like this mod though so I may go in and polish it a bit more.

The edict name text for the 2 edicts of this mod seems to be missing when I bring up the Edicts panel in game. Is this intentional for now? I don't see a localization file and the "Interface" folder this file would be in.

If this should not be like this, perhaps Steam is goofing up when I download the mod from their servers. I uninstalled the mod and reinstalled the mod, but perhaps I should close down my connection to Steam and reestablish my connection, then re-download the mod? I'll try anything needed on my end if needed.

That is actually a good point, I play on lower difficulties with Starnet, ACE, and an origin mod or two that give some of the AI a head start. The AIs in my games are usually pretty close to me in tech till the end of the game, So I would definitely keep that in mind for any of my mods.
Even so, I think most of the intel changes would still be fine, you might just want to remove one or both of the encryption edicts. Both active gives you only 2 more encryption than the base game, mainly so you can keep intel private in the early game if you choose to hide instead of using diplomacy.

In my experience AIs are rushing through tech and always have a much stronger encryption.
(I play on Grand Admiral with scaling modifiers and adjusted economic modifiers) So intel is almost always is capped around 20-30-40 level unless you use edicts, rush specific techs, or take subterfuge traditions asap. Have to try this mode in game actually, but I suppose it needs some balancing.

In my tests at least, the AIs are using the edicts, I'm not completely sure whether the ai uses intel the same way the player does, but it seems to be working. It is more likely for fanatic authoritarian and xenophobes to use the edicts, but playing with starnet i've seen egalitarians using them also.

The puny vanilla amount of Intel required to get basically a complete readout of one's empire always seemed silly to me.
