I haven't had much time play or mod recently, At a glance it doesn't seem like much changed in the files. I don't expect anything to break but I won't have time to really play test it for a while.

This mod doesn't really touch first contact, it just changes around which information is revealed at each intel level to stop it from being so easy to see into another empire without espionage or other bonuses.

The more I thought about it the more it annoyed me that is was missing. I actually have a few other mods with missing localization files, so I may go back in and fix them also.
I used to put a disclaimer on my mods, that they are mostly for personal use, but I share them on here for multiplayer and just in case someone finds them useful.
After all if something annoys me when I play, maybe someone else agrees?
I plan on adding the localization file for it eventually but its really low priority.
A good amount of people seem to like this mod though so I may go in and polish it a bit more.
If this should not be like this, perhaps Steam is goofing up when I download the mod from their servers. I uninstalled the mod and reinstalled the mod, but perhaps I should close down my connection to Steam and reestablish my connection, then re-download the mod? I'll try anything needed on my end if needed.
Even so, I think most of the intel changes would still be fine, you might just want to remove one or both of the encryption edicts. Both active gives you only 2 more encryption than the base game, mainly so you can keep intel private in the early game if you choose to hide instead of using diplomacy.
(I play on Grand Admiral with scaling modifiers and adjusted economic modifiers) So intel is almost always is capped around 20-30-40 level unless you use edicts, rush specific techs, or take subterfuge traditions asap. Have to try this mode in game actually, but I suppose it needs some balancing.
