The rebels aren't trained assassins, nor marines, nor soldiers in general. They're just civilians who joined the Resistance to be able to send the Combine back to their homeworld. They don't get advanced training, nothing.
Hell, i wouldn't be surprised if all they did was bring them to an old shooting range, give them a pistol, and let them have a go at it.
