You may want to rename the table to have an ! at the beginning so that the load order automatically places this submod higher than the base mod, otherwise the changes will be overwritten by the original mod's values. Like this: "!Luke_cth_new_agent_SFO" without the quotations obviously.
Because as it is right now, even if you have this mod enabled, it's changes are not taking effect as the original is above it, and thus overwriting it.
You could alternatively put an @ in place of the !, as it doesn't really matter too much so long as it loads above the main mod.

Using the 3 mods on their own works, even if they share tile with the other heroes, until there is an unlocker+sfo mod out there it is a more than ok fix.

Hi! Amazing mod but I have a question. The main mod says that you need mixus unlocker to get the heroes, but SFO is not compatible with it (it breaks the buildings added or changed by sfo). So can we really use your mod with SFO without mixus unlocker or is it not really compatible at the moment?
