So in practice, this character is awesome. I also like her in-game sprite; it's different from the regular pixel style, but it's still cute in its own right and gives her movement a little more style. I think my main issue design-wise is that I just don't like the character-select sprite. (Again, details can't be shared because character limit.) The Badeline sprite looks sick as hell though, and I can just use another alt if I don't like the base one (for example, I really like the Crafter and Education alts).
I commend you for making the CPU actually good though, makes the bullshit egregiously obvious.
And her uncharacteristic smug profile. Borderline offensive , congratulations.

Yep! you nailed it! It was very important to me that Madeline had more than one representation on workshop. I wanted to treat my version as if it was a full on guest character for the base roster. Paying tribute to the feeling of an air dashing heroine while also still playing by the same rules as the base cast, similar to Shovel Knight and Ori.
In this way both mods are for different audiences, tastes, and representation purposes.
I like the sprite of this more, even if the other is more faithful to the game. The moves of the other are more representative of Celeste, however, even if this one's less silly. Using the dodge to take up her dashes for the other mod and freeing up her special button was pretty clever, too.

If there was one nerf she should could get, it would be to make her unable to use Neutral-Special when a crystal is already out. It is a little silly how disjointed and powerful it is, and I think this would open opportunities of counter-play for the opponent. It may also encourage Maddy players to use the crystal with her Dash, to maximize it's utility.
At the moment, Tournament Organizers think she is currently fine. So I won't be doing any nerfing unless something specifically comes up that would disrupt those tournaments.

Ok, Maddy has crazy disjoints and kill power on strongs due to her stand and little recovery on most of the other attacks, but again the most criminal thing is the N-special it beats most options (aside from waiting or parrying) with how large and disjointed the hitbox is and is also active forever; it does every function you would want except kill at reasonable percents. I couldn't confirm, but it seems to give invincibility on startup too which would also be more overkill.

That said, she's still cracked as hell in non-ai play.
Forgive me for asking but in what regard? Are you referring to her gameplay from one human player to another? Or are you referring to playing against her AI? Is there perhaps more information you can give me to justify the strong words like "horrible job everywhere else"?
Just so you know, Madeline is currently only a month into WS, but Tournament organizers have already been giving her a chance to compete in the meta. She is legal in the following brackets, and currently without issue:
Workshop Elite
The Lotus Clash
Workshop Weeklies
Fungal Wastes
Universal Collision
ON TOP of recently being Legalized at Vortex Gallery. A larger tournament with a 400+ dollar prize pool.
I'm going to need hard evidence that she is broken in order to make any changes based on your concerns.

This suffers the problem of that many high skill ceiling characters and weapons in many games suffer from. That High-skill ceiling justifies the boons you get from mastering it.
This isn't good, a person who masters Madeline will have their gameplay looking like Ronald Mcdonald's, cracked, incredibly few counterplay options, and overall just not FUN unless you are memeing on your opponent.
Madeline is a great character, but she is just not fun to fight against, and I think this is very detrimental to the character overall
there will be a lot of future evaluation of things she'll be allowed to do so i encourage everyone to stay tuned to her eventual update! At the moment she's sitting tight to settle for a bit as she becomes legalized for brackets. Thanks for the comments everyone!
