Report a translation problem
The citizen prisoners are designated as invulnerable in this campaign by default so watch out for any NPC-altering or A.I.-altering addons.
Probably watch out for physics objects and/or physics attacks too.
This is a Singleplayer campaign but you can play in co-op if you like, but stability will not be guaranteed.
It'll be on my list as soon as I figure out how to make custom voices work for campaign ports.

That campaign's already on my list to upload.
That's weird, because the citizens are flagged as invincible and so are impervious to damage. I advise checking for any addons that alter the A.I. or make any changes to the 'npc_citizen' class.
Or you can just zap them with invincibility with your Toolgun using NPC Tools or VJ Base. (I don't know the console commands to make them invincible)
