As for including the assets in the .bsp file, that's a nope from me: given that there is a straightforward method to copying the required materials, models etc. from a free game, including them with the map would be rather wasteful. Packed assets can only be used by the map they're integrated into, so including the same assets in multiple maps would just pointlessly increase file sizes and make the map a pain in the ass to update.
IMPORTANT:

For scenes where someone is vacationing, or gets ambushed by bad guys in their hotel room and has to escape via balcony.
Out of sheer curiosity, what kind of modifications do you have in mind?
Also, would you be okay with me decompiling and modifying the map for my own purposes?
