I don't know why, but Skaven seem to heavily skew towards making ALOT of unit heroes. They can already dominate regions WITHOUT doomstacking 15 melee specialist monster heroes embedded within. It will simply make your game Not Fun to play.
Enjoy fighting ten armies at once who are all doomstacked.
This one works fantastically for agent lovers. No worries for the cap anymore. Not even the 100 hard cap.
I tested them together (with 70 some other mods) and started a new campaign no problem. I do notice the first time game loads with a new mod, it started very slow and appears freezing for like 30 sec --- seems like something related to 3.0 as it used to be much faster.
The mages started with some basic spells (different for different types), then mentor skill after rank 15 gives them more spells and eventually advanced version. Just to make it more balanced and not being over-powered vs your own factions agents.
I also was able to recruit heroes once the prerequisite building was made, but not lords. It feels weird mage heroes having no spells whatsoever until the lord is rank 15 and can't do anything. Might be a lot, but are you able to even give them their base spell?
Weird, I get them working together no problem now.
For this one it is player build an outpost & get units, unlocked at T1 outpost together with all other foreign units.
But there is a building requirement, e.g., to get hef mage there needs to be the mage tower building in that city (for T1) or province (T2/T3 outpost). So they may not be immediately available.

It is still working, except no chaos dwarf.

I miss having heros from other factions when playing as modded factions
Only if you used the previous version of true agent mod, is playing an on-going campaign & would like to finish that campaign using the previous version.
If you are starting a new campaign, use the true agent version instead.
