4. Naval tree is a bit bare bones, which I understand. Add a focus, maybe if you're not a puppet of Japan, called, "The Legacy of Yi-Sun-sin" (Korean Admiral and general that fended off multiple Japanese attacks using superior tactics and ships.)
5. Industry tree. Swap "Improve Construction" with "Get Rubber", but change Improve Construction to only last 2 year and rename it to "The 2 Year Plan".

I'd decided to just view it to see what some changes that I could suggest would be!
Overall
1. Korea doesn't start as a puppet or anything of Japan. (You can add national spirits that you start off with like, "Japanese Controlled Economy" which could do like -5% consumer goods, but -10% stability and construction speed, and 25% civ factors to Japan. Maybe could be removed at the end of the economic tree.
2. Make a focus path for staying as a Japanese puppet. This could end with you annexing Northern China (Manchuria, Mengkukuo, and the Beijing area. Rename the country to the, "Greater Korea")
