i havent thought about my gmod addons for like a year because i have stuff going on in my life (college and cancer being the main ones), but i finally decided to look into your fog issue again because i was bored.
i think i found the solution based on your comment saying
"I unsubscribed from all my addons and the fog was gone but then I resubscribed to them using a collection (not including fps fog) and it was back"
so i looked at your gmod collection you made
uninstall "horde optimizer"
it literally has nothing to do with my addon, you actually just have an addon that makes fog in your game.
The collection had no mention of fps fog and I even cleared out my addon folder (for my pc C:\Program Files (x86)\Steam\steamapps\workshop\content\4000 at least I think it is the addon folder)
Do other addons contain the strange fog????? Please help
really tho get rid of this
