It's been a while, but I've just tested the EMP from the radio tower in Agina Marina and it works brilliantly - suddenly everything within a radius of 1 km was completely dark.
It was a great effect but hardly worth the effort and risk in the end. You first have to manage to get onto the tower unnoticed and 1 km effect range is pretty short. Deceptive safety.
Nonetheless, a cool and tough mission.
