Any event would not be an efficient way of doing this. I could see possibly adding a trigger that prevents vassals from declaring war though. I’ll look into it, though keep in mind I’ve kept it simple thus far for a reason. The more stuff I add, the less inherently compatible it becomes with other submods.

Advise: Voters are more likely to vote for people with dragonborn trait.
Dragonborns' voting weight will increase dramatically

When starting mid game, however, your savegame needs to be from the latest EK2 version as this mod does include new EK2 features so will generally follow EK2 with save incompatibility between updates.

No it should not require a new game start. I did not experience any issues starting mid game when testing, but please let me know if you do have issues.
