If you fail to catch the plug, just cheat the gravity gun for this, because the plug sometimes jumps back up, giving you chances to pick it up with the gravity gun's right click.

Yeah that happens sometimes. You can either be quick and grab the plug in time or noclip into the void to find it.

Another problem: I can't just manually load the second map and play from there, because the Vortigaunt doesn't appear. Another soft-lock results.

@jangwmpt7: I'm having the same issue, I go to transfer a plug from one outlet to another, and it just falls through the floor before I can pick it up. Sometimes, it won't even let me actually pick it up before it falls through the floor. Either way, a soft-lock results.

When I try to transfer the plug to another outlet, when I unplug it, it falls through the floor. This left me in a softlock and unable to progress any further.

good map

however a bit of an issue with the plug "puzzle"
it fell below the floor and out of the world, i had to no clip under the map to get it, the plug did work tho.
