While this mod does replace the head texture it doesn't load any new textures, so I would recommend looking at the source of mods such as "FluffyCats", "Lizardcat" and "Sun Hat" to get an idea on how to make that mod yourself.
If you are talking about an entire custom campaign, I can't give any tips as I have never looked into how they are made.
As for using this mod to change it's strength, it shouldn't be difficult for me to add an option to also change the rate for other slugcats if they end up somewhere with this mechanic enabled.
