Report a translation problem
1) Close SFM and unsubscribe from this map
2) Restart SFM, let it uninstall the map
3) Close SFM again, subscribe again and launch SFM
There seem to be occasions where Steam forgets to actually download all of the Workshop files - this can happen to other games/software as well. The above should fix that issue.
A much less likely scenario is that you have more maps/other add-ons than what the game engine can handle. I don't know what the actual limit is, but keeping the software tidy is a good idea in any case - you'll avoid a lot of weird issues that way.
If you've got a lot of subscribed items, unsubscribe from any you don't use/need, restart SFM and let it do the uninstalling, and then try the above steps.
I'll consider scaling the texture up a bit in the future, though!
