Maybe you can make your mod compatible with
Hearts of Iron IV: The Great War.
ammunition_capacity_k = 100

under the infrastructure line in the arms_factory section in that mod's "00_buildings.txt". It should look like this:

A little advice; you probably should've done those checks before leaving a comment that makes you look like an idiot.
- Added new decisions to buy rounds of ammo
* Increased the cost of offensive combat from 1.75 to 2
* Increased the cost of defensive combat from .75 to 1
* Lowered the amount of ammo gained from Military Industries from 500 to 200
