The problem is not that's unnecessary, is that is bugged. With several layers of protection, you may take more damage wearing better armor. The info is in the original NCE mod.

@AverageOhioResident A roundabout mechanic from vanilla Kenshi. Turns blocked cut damage into unmitigated blunt damage. Many people dislike it since it it's unnecessarily complex at best and downright silly at worst, hence many patches exist to remove it from vanilla and modded equipment.
