Report a translation problem
The reason I ask is because there are a lot of other vehicle mods for this game that allow something similar - many allow the fabrication and addition of things like armor and roof racks to certain vehicles that did not originally come with those. Also, in many cases, players find the "light" or more common version of a vehicle while having an extremely hard time finding the deluxe, heavy-duty or superior version as those tend to be rarer.
Anyway it could very well be that it conflicts with one of the 5 mods I use on my test save. I haven't tried it solo yet. But I can see why Noone else has reported this issue because you wouldn't know unless you tried to spawn the vehicle in or go to one of the supposed spawn locations, because you'll start the game Normally but if you look through your mods list in game it won't be in there.
