I've made a slight change to the mod and uploaded a version that works fine on my end, so let me know if it's still broken.

That makes me think the ability might be duplicating per city, i'll do a test of my own today and see if i can replicate the issue.

currently I have 10 cities on the save but I first noticed it when I had around 4-5
