Works fine on my end. You have to remember, Emergency Beacon can only appear in a container with the "wreckreactorcab" tag. In Vanilla, we currently have 12 wrecks, 2 of which are shuttles, and one of them has no reactor. So the probability is even lower.

Also, if you're playing with mods, Shipwrecks Extended is really outdated and unbalanced. As for other mods, their authors must follow the vanilla rules and place the correct tags on the containers, otherwise Emergency Beacon will have nowhere to spawn.

They changed the tag system a bit and also added a few new wrecks. I'll take a look.
