another way you could get it which is pure pacifist is to use the devconsole mod and type in "spawn VultureMask normal (color int) SadMask"

If they notice you not helping them when they are being attacked they get less happy with you and dont really like you. I can't tell you how many times i went through a scavenger toll and
had to decide between either risking hitting one of them and trying to help kill a vulture a king vulture 3 lizors a red lizor and a flying sniper guy or stay still and maybe lower my reputation a bit.

Is it possible to make them trade it or something? For a more pacifist route? You don't have to but it would be nice (and nice for the scavengers as well)it could be a very rare trade or something or maybe if your reputation is high enough they then decide to trade it. (That might be impossible or very hard but it would be nice)
