Anyhow, if it turns out incompatible, I will try to look at it at some point, no guarantees when though.
Load it past all the mods which modify personalities, then it's the safest.

The MSI personality override currently is the same as the MSI personality in vanilla (You can check by going to 00_personalities.txt in stellaris' common/personalities/00_personalities.txt and the mods' file under the same sub-directory.
Which means I don't believe this mod should touch the MSI personality at all. it also has a 8980+ higher weight than even any of the genocidal civics. Try running the test with only this mod and Bug Branch.
By the way, this mod is provided fully intact for faster load-times. Meaning you do not need More AI Personalities in the modpack, but it does link to the original to give credit to cybrxkhan as the author..
Could you re-download and confirm the issue?
I suspect steam downloads are wonky again. Delete the mod folder and then unsub-resub to fix this.
Metalheads actually spawn now BTW, you need to combo xenophobe, materialist, industrialist and the necessary traits (Very Strong also works).
Do you think they should overwrite purifiers.

At about line 4500 I just went "F it, I am making sure the civics align and will just work on the complaints later." There is too much to fix there and it's actually possible to go mad.
I remember the last time I went on a Stellaris binge, all the peaceful traders and ruthless capitalists and I never realized that this was caused by Ethics and civics. I'm not sure, but if I remember correctly it's always been this way, even with ECC before I picked up the bug branch. Thanks for fixing it!
