This thing is an absolute monstrosity, what kind of a clown do you need to be to use it?

Where is "RED MODE" when the rooms get put into red mode. You know Red mode, you turn it on when something is bad enough for it to go red. Like a good red, red mode. To cause the fishies to go into the mindset of red when red mode is active. Without red mode how will they know when to embody the color, emotion and mannerisms of red.

The value should be 70/72/74/76 for reactor efficiency upgrades 0/1/2/3. I don't know if this is the cause of the problem but it might help.

@jonah.cheez I followed the reactor design linked above. There is an editable memory component next to the reactor that should have a value of 'reactor output'/100. It might have to do with that, like if someone changed the value by accident. That or maybe when the reactor output is upgraded, that memory component should be changed to fit the new value.
