Also, might it be cool for colonial/colonising nations to be able to build a few special forts in their new conquests? The Spanish, Portugese, Dutch etc. built quite a few of those forts, but I don't think they shoiuld be available from the start. Perhaps they should get the option to build some.
The Dutch for example built one in the Cape, Kasteel de Goede Hoop
As just one example, even though Ottoman Empire was "The Sick Man of Europe," Gallipoli was still a huge pain in the ass for the British to deal with in World War 1 despite the Royal Navy's unquestioned superiority compared to the Turkish Navy's.
The only way I personally can rationalize fortresses remaining relevant late game is if the ones like these get bonus levels which cannot be accessed via just a higher-level building. You can thus plop a level 8 fort anywhere, but some locations remain strategically just BETTER even in the very late game, as they should be.
