Usually deleting the cache fixes the problem, but in L4D2 it doesn't work. Verify games file won't help. You need to google this because there are many methods for solving this problem. In general, it is possible that I did not guess with the problem, I just assumed because many people had this problem, including myself.

I do not know the name of this problem, but most often it happens due to the fact that either Steam downloads mods in the wrong place, or the game cache is buggy

Just checked the mod, it works without problems. You have some problems with the game / steam, this is a common problem

sadly mp5 reload sound only mod is rare. i cant find another just like your
