Great mod but it needs nuance on who adopts the strength training policy. Its pretty bad when unpopular or a new ruler adopts the policy and gets a -20 opinion penalty. It would be better if its done by rulers focused on militaristic lifestyle, high prowess, or traits like brave/ambitious/dilligent/sadistic
