Since the hospital was in close vicinity to the refugee camp, it would make sense that they would erect makeshift tents and medical facilities outside halls or outside the hospital to accommodate wounded coming from the refugee camp, city and whatnot. Which would rationalise adding police n military spawns inside the hospital too, alongside civs.
Nothing too much that would otherwise bloat the hospital, but anything to make the interior feel previously lived in and held down by staff, civilians, army and local PD while also showing the player the chaos that went down before they spawn in.
