On the right tab, under the wallpaper's gif preview in the app, scroll down and there'll be a tab called "Chara Type" which by default is set to "Colored", click on it and switch to "Manga".

Sorry but making it 1080p wouldn't change anything! This scene is optimized to run on low end pc, so there's no way that this is ramping your gpu usage.
Check your wallpaper engine's settings, as they may be too high: disable the anti-aliasing and lower your FPS;
or MAYBE you are checking the gpu usage through the task manager, which is inaccurate most of the time :)
