ooo ... I think I just remembered how I fixed it the first time this happened.
I believe I reverted back to 3.14 then the 4.0+ version it was fixed it last time.
I believe that is a vanilla bug. I had the same issue, but with the beta branch for 4.12.
I don't remember how I fixed it, or if it just fixed itself, but I do remember that uninstalling and reinstalling the game did not help, nor did verifying files.

Other empires should not be able to excavate that digsite. I am unsure what the problem could be, other than maybe a vanilla bug letting AI empires excavate digsites they cannot see, or something to do with auto-excavation from science ships.
Unfortunately this means I am unable to help you, and can only hope that it doesn't happen again.

Which digsite got excavated?
By steal, do you mean someone took a system with a precursor digsite in it, someone took the precursor home system, or someone excavated a digsite from the precursor chain?
Would it be possible to have a Fall Back localisation to english, If i Play in German?
The translation was already linked, but I had yet to delete the chinese localization files.
Also hadn't deleted the japanese files.
Both have been deleted now so they can take effect.
