Thanks for using my mod, and I hope for your continued support with my other mods.
Some really weird stuff happened with gui object placement when I was testing. I think I got it resolved, but please let me know if something goes wrong.
Also took the opportunity to fix the horizontal alignment on the Promote button.

If you want to put more units under the same commander, you'll still need to rank them up. You can use the Expanded Forces option to fit in a handful of extra troops without needing a promotion, but you'll incur the -10% attack/defense penalty doing so and the quantity will not be as much as you could get out of promoting them (e.g. a rank 1 general at Expanded Forces will only get 5 extra regulars as opposed to 20 if you promoted them).
In short: if you need to adjust the command limit temporarily, use the buttons ACL adds. If you need to increase the command limit permanently/for the long-term, just promote them instead.
I don't think I've ever heard of anyone having this issue before, to be honest. Are you sure the generals you're trying to fill up are in the same HQ as the battalions sitting in garrisons? Generals can only pull troops from the HQ they're based in, iirc.
