Yes, the hotfix made this carsh. This mod is quite manual heavy, so every big update causes a lot of files needing looking after. I've updated it, and now it does not crash on my computer

Are you still on this project or did you give up after 1.9?
1.9 require some serious rewriting, as does the new DLC. I mod for free on my spare time, so this will take some time.
Are using any other mods? When is it breaking?
Can you look in the logs and see what error?

Kids' education stays untouched. Like I said, the purpose of this mod is to implement the idiom: "People get good at what they do the longer they do it."
So every character gathers XP in what they do.
Your chancellor becomes a better chancellor over time, for example.
Education traits are gathered by actively pursuing either the related Lifestyle or Court Position.
I am not sure what do you mean by affect on dynasties. Every character gathers XP separately. When they die, their knowledge die with them.
You still have a maximum of a single tier-4 education trait when you hit 16. [also, xp rate is based on this. Education is 6 to 16, so it takes 10 years to get from 0 to tier-4].
why would long lasting dynasties become vastly more competent?

Unfortunately, I can't fix an error I can't see. however, given Charon's problem, it is possible you are also experiencing crashes do to missing DLCs. I'll work on it.
