To Fix it you have to go into settings, Game and tick disable terrain collision and then it should place because it worked for me after doing that :)

"Terrain modification failed" is coming normally when a closeby build is blocking placement due to the height and ground changes by the blueprint you want to place. What normally helps. Remove all already set path closeby where you want to set it. Place it with "X" to the place and then use the 3 axis to minimal shift it away from other objects. At some point the blueprint will work when it get the correct distance. Then you can replace the old path and setup the new blueprint stuff. Sometime there is nothing left then have some open space which you need to fill with Plants, Trees, and other stuff. That's how it works for me.

Sorry pals, I don't know what else to suggest other than trying to fractionally change the height when you place it. Blueprints are a law unto themselves!

I'm having the same issue, it blocks out the terrain tick box too so you can't change it. I also can't seem to get all the paths inside to change to no railings no matter what I do.

Try turning 'flatten terrain' on or off.
