You should buy it.
This game too old, so cheap when it's on sale.
And I seem to remember that only requires DLC when you use it as a player unit and not when you put it on enemies.
Basically, you don't need to buy Arma3 DLC (except Creators DLC) to keep it as an enemy or object. Except for maps (terrain).
