This is in addition to scavs very rarely spawning with one, though. Gourmond can just make them with enough stones, batnip, and a karma flower at least.

In Spearmaster and Hunter's campaigns you can trade for them, but usually it takes a lot of trade value for them to even consider it. Like inspector eyes, or 2~3 pearls. Sometimes you get lucky and it only takes 1.

@Douknodefox, But Gourmand can make them, and Artificer, Spearmaster, and Hunter can get them from elite scavs.
