The effect you're comparing it to is IDENTICAL minus the colour and spell circle. it was repurposed. and even just doing that under scrutiny took hours. Ive never seen someone so full of them self as you to presume to know better than more qualified opinions, you're talking so far out your bum. you're free to have opinions just like i'm free to tell you you're an idiot for bringing a negative attitude your feedback is aimless and lacks substance. this will go smoother if you stop pretending you have the creators best interest at heart. and admit you're projecting your damaging expectations.

imo something like this does the lightning better, @meatwad. Even though it's mechanically similar, the color choice and the radii of the particles make it just eye-catching enough (though the spell circle is ofc gaudy). But I get what you mean in terms of it being in line with the current weapon effects.
If you note the weapon unusuals design conventions there are less prominent than the hat effects and for a good reason.
The Hot effect is in essence toned down versions of a more "powerful" effect like burning flames. This being more sparkly than lightning is probably for the better since it keeps it in like with the rest of the effects.

why even comment.. you may be unaware, valve doesn't appreciate re-uploads after submissions. and it takes like an hour to make the smallest change to a weapon effect. they have a complex amount of particles and are prone to emission instability. valve nerfed them for these reason, as they are hard to police their consistency without adding more buggy particle combos that stress servers. few creators have the rapor and time to provide that quality to valve.
also thepromotional artist's time per the agreement suggests you're expecting two people to work twice as hard as hard as possible for your gripes. humble thyself.
Ya should have been there in the creative process if you wanted an input on how its done. else do it yourselves. imo i think the consensus of the communitymembers that were critically supportive of this creation gave adequate feedback prior to this public submission. and frankly imo are more cultured than yourselves.
