Using a styling station fron ideology you can change their hair, but not as "hair". These appear in the body addon secion. So I doubt the "Hats" mods have anything to do with being unable to change their hair in mods like character editor.
Looking at the description of Show hair with Hats, there it mentions that the mod is incompatible with any race based on Garam race, and this mod looks very much like them.

I really wish that mod would cease development, It's taken over so many mods now a good portion of workshop just outright requires you to have it installed for their mod to work.
