It was caused in the first place by using:
"planet_orbital_bombardment_damage"
instead of
"ship_orbital_bombardment_mult"

1. Active Defense is a doctrine that prioritizes the use of defensive tactics and strategies to protect friendly assets and disrupt enemy advances. The goal of active defense is to wear down the enemy's forces and prevent them from gaining ground, while conserving one's own resources for a counterattack.
2. The goal of this doctrine is to give ground forces the freedom to maneuver by neutralizing enemy space-based assets, such as satellites, while also providing them with close air support from orbit. SpaceGround Battle relies on a combination of ground-based and space-based sensors, as well as advanced communication and coordination technologies to ensure seamless cooperation between the two branches of the military.

An army morale damage bonus policy would be fitting, too. Psionic warfare expertise? shock and awe tactics? that kind of thing.
And of course, defeated soldiers causing Devastation
