i never placed it on city map, just on the empty one

For some reason, depending on where you place it, even on a giant plot, this issue happens. Not sure whats going on. I even place side by side, one will work but other one will be missing 2-3 top floors. City map

That should not happen. If i blueprint the building it is complete with roof and all floors. I checked it 1minute ago.

why is the top messed up? and the roof missing? like the whole top 3 floors
