If you have not downloaded it, you may actually subscribe it and give it a try. The location is meant to be restrictive, to synergize with its bonus and makes the player actually plan beforehead whether they want to adjust their city planning for its significant effects. Both improvements on lakes (fishing boats, fisheries and unique improvements like polders) and improvements on breathtaking tiles receive the yield bonus.
Finding a coastal bonus resource and then having to build a holy site withing two tiles of that is really unlikely, considering that city planning generally places those closer to mountains. A holy site and coast or lake is restrictive enough considering that only fishing boats are improved by this and neither lakes nor improvable lake tiles are even that common anyway
