Report a translation problem
I don't plan on updating SGO (that includes addons and dark mode) for the latest patch or future ones. I simply don't play the game anymore and the new update doesn't interest me.
I recommend unsubscribing and resubscribing as I'm not sure if Steam will properly update the mod.
In the Victoria 3 launcher, go to Playsets, underneath your "Simple Graphics Overhaul (SGO) Dark Mode" mod enable/disable switch, click the 3 dots and click on "show in folder", this will open a new window where the mod is stored locally on your PC. Then just navigate to where the texture is and delete it. That should make the game use a texture it can find elsewhere (such as from a DLC).

I have been putting in a few hours into Gimp, mainly for practice and for testing the lossless DDS conversion, so shipping the mod with lossless flatmap textures is definitely on my radar.
Somewhat related (concerning DDS compression); I mentioned in my notes about the new textures that BC7 compression caused issues for me, however I haven't been able to replicate that issue since then and I have begun saving most of the DDS files (including the flatmap, but that will likely change) that I modify and ship with the mod using that compression method.
Oh, and if Gimp asks to convert color/working space then that means what you've tried to load wasn't saved as a standard RGB image which for textures means that something has gone horribly wrong somewhere.
I've heard that Paint.NET can save DDS files as well but I remember it not being able to do what I wanted last time I tried it.

Also, this was the only mod I could find that fixes the paper map being bright enough to hurt my eyes, thank you for making this.
If there are issues when the DLCs are installed then I can't really offer support since I don't own them and I don't plan on buying them.
The papermap addon is not working as intended at the moment, I'm working on a fix for those.

It's definitely possible, especially for the non-papermap addons (just have to edit the water.settings text file in the water folder), for the papermap it'd be a bit trickier since it's colors are only determined by textures.
Have you checked out the non-papermap addon for this mod? It's oceans are a bit brighter (somewhat darker than the HOI 4 oceans though) than this one with the papermap. Here's its mod page: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2968799723
If the non-papermap version is still too dark I'll look into creating two HOI 4 map style addons for SGO (one for dark mode and one for the regular one).
I don't play CK3 at the moment though so I don't have plans to 'port' SGO to it. If you know a CK3 map modder you could try asking them to make a new mod that looks similar.
