You merely have to move your legs at supersonic speed to compress the air enough that it can't move out of the way before you exert enough upwards force to overcome gravity (he can clearly do this by jumping normally) which is actually lessened as his initial jump already provides upwards momentum.
If we calculate the approximate time it takes scout to perform a double jump (near instantaneous as it is as soon as you press space, but lets be generous and assume around half a millisecond) and travelling 2-3 feet from his raised leg position to fully extended, this puts the speed in the mach 2-4 territory which is very much sufficient for double jumping outside of ''cartoon'' physics.
I am not a huge fan of detailed muscles in TF2, it doesn't really fit in the artstyle.
Heavy or Saxton hale from Jungle Inferno is a good example of how to do it,
but it doesn't really fit to engineers character well.
He'd rather build himself something to do the heavy lifting rather than to lift it himself.
