Oh definitely. It's quite simple, the programs I use are Tinkercad, Microsoft Paint, and Rolling Line itself. I recommend that for your first mod you simply mix and match locomotives to your liking. Then, after you have learned the basics, try livery making. After that, begin to experiment with cad. It's all trial and error. A better option would probably be to use Blender, but uhh. @Radio ツ HA! I wish. No, I use software that is more for 3D printing than Train modeling. It's called Tinkercad. Now, I've downloaded Blender on my laptop, but can't use it. As soon as I open it, the program crashes.

I would, however, I can't right now. I currently have a very low-end system and no access to good 3D modeling equipment. I am getting a new PC quite soon though, and will try my best to get a good model maker. Until then, well, I kind of have no other option.
