@ThePwnageKitty this mod is outdated for 3.12 it's meant for 3.8 and 3.9. I just left them up for people who want to play older versions of the game.

Yeah, if you want to play a more balanced game the 9 or 12 base leader capacity is the way to go.

I think this one is fairly reasonably balanced (mho).

And the base game might already be balanced if they allowed exploring (not surveying) without leaders.
