it's a code made by workshop user Ellie in the texture's vmt file, I don't know exactly what the code does but basically it causes only one frame of a GIF file to appear on a map, thus making a special infected's texture a GIF with multiple skins allows certain skins to appear on certain maps

it should if the map number is the same as default dark carnival, I can't say definitively
