I'm not sure if the technology stealing inherits the potential from the technology tree, so the answer is i don't know if that is possible or not. I guess if it is possible it is just a little bit unlucky when that happens but still prevents most of them from getting it
This is a scripting change, obviously not achievement compatible
The only thing this mod prevents is the AI getting this technology offered in their research options. I’m not sure what research protocols are? They can’t get it from a research agreement if that is what you mean
